Treasury engaged KPMG to conduct an independent analysis and assessment of the proposed application of the energy sector into the Consumer Data Right regime and prepare a Privacy Impact Assessment.

The purpose of this assessment was to identify the impacts that turning on the energy sector to the Consumer Data Right may have on the privacy of individuals, and set out recommendations for managing, minimising or eliminating these impacts.

The agencies responsible for the design and implementation of the Consumer Data Right, the Department of the Treasury, the Australian Competition and Consumer Commission, the Office of the Australian Information Commission and Data61, have prepared a response to the recommendations set out by KPMG in their Privacy Impact Assessment.

The assessment is a living document, and updates will occur where any change to the Consumer Data Right in Energy significantly impact upon privacy. The Consumer Data Right Bill mandates assessments of impacts to privacy as part of the sector designation and rulemaking stages.
